i want to use it on either my whole face (excluding eyebrows and eye area, of course!) or just top lip, not sure if this will make face look "shaved" or hairier if i stop treatment when older. i have fair hair, just lots of it, am female.

The hair will grow back in no time at all. You need a Tweeze. I'm not sure how well the Tweeze works. You might want to spend your money on a more expensive epilator if you have the extra money to spend.
